各區(qu)建設(she)管(guan)理(li)(交通)委、人(ren)力資源社(she)會(hui)保障(zhang)局,特定地區(qu)管(guan)委會(hui),各有關單位(wei):
為貫徹(che)落實《保障農民工工資(zi)支(zhi)付條例》《上(shang)海市建(jian)(jian)筑市場管理(li)條例》等(deng)文(wen)件規定,進一步規范(fan)本(ben)市建(jian)(jian)筑工程(cheng)人(ren)工費用撥付和建(jian)(jian)筑工人(ren)工資(zi)支(zhi)付管理(li),加強(qiang)建(jian)(jian)筑工程(cheng)領域欠薪源頭治(zhi)理(li),結合本(ben)市實際情(qing)況(kuang),制定了(le)《上(shang)海市建(jian)(jian)筑工程(cheng)領域建(jian)(jian)筑工人(ren)工資(zi)支(zhi)付管理(li)辦法》。現印發給你們,請遵照(zhao)執行。

上海市(shi)建(jian)筑工(gong)程領域(yu)建(jian)筑工(gong)人(ren)工(gong)資支付(fu)管理辦(ban)法(fa)
第一章 總則
第一條(tiao)(tiao) 為(wei)保障本(ben)市(shi)建(jian)筑工(gong)(gong)程(cheng)領域建(jian)筑工(gong)(gong)人合(he)法(fa)權益,完善建(jian)筑工(gong)(gong)程(cheng)人工(gong)(gong)費用撥付(fu),規范建(jian)筑工(gong)(gong)人工(gong)(gong)資(zi)支付(fu),依據《保障農(nong)民工(gong)(gong)工(gong)(gong)資(zi)支付(fu)條(tiao)(tiao)例》《上海市(shi)建(jian)筑市(shi)場管理條(tiao)(tiao)例》等文(wen)件要求,結(jie)合(he)本(ben)市(shi)實際(ji),特制定本(ben)辦(ban)法(fa)。
第二條 本市(shi)(shi)行政區域內投資額在(zai)100萬(wan)元(yuan)以上的(de)新(xin)建(jian)(jian)(jian)、改建(jian)(jian)(jian)、擴建(jian)(jian)(jian)的(de)房屋(wu)建(jian)(jian)(jian)筑(zhu)工(gong)程(cheng)和市(shi)(shi)政基礎設施(非交通類)工(gong)程(cheng),以及(ji)投資額在(zai)100萬(wan)元(yuan)以上的(de)既有建(jian)(jian)(jian)筑(zhu)裝飾裝修工(gong)程(cheng)(以下統稱“建(jian)(jian)(jian)筑(zhu)工(gong)程(cheng)”)的(de)人工(gong)費用撥付和建(jian)(jian)(jian)筑(zhu)工(gong)人工(gong)資支付活動,適用本辦法。
第三條(tiao) 上海市住(zhu)房和(he)(he)城鄉建設(she)(she)管(guan)理委員(yuan)會、上海市人力(li)資源和(he)(he)社會保(bao)障局按(an)照職責分工,履(lv)行(xing)保(bao)障農民工工資支(zhi)付工作的(de)監管(guan)責任,并分別(bie)負責維護本市建設(she)(she)工程實(shi)名制(zhi)(zhi)管(guan)理系(xi)統(tong)(以(yi)下簡稱“實(shi)名制(zhi)(zhi)系(xi)統(tong)”)和(he)(he)農民工工資支(zhi)付預警信息系(xi)統(tong)。
中國(guo)人(ren)民銀行上(shang)海市分(fen)行、國(guo)家金融監督管理總局上(shang)海監管局負(fu)責對本(ben)市銀行涉及建筑(zhu)工(gong)(gong)(gong)程人(ren)工(gong)(gong)(gong)費用撥付、農(nong)民工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)專(zhuan)用賬戶(hu)開戶(hu)、建筑(zhu)工(gong)(gong)(gong)人(ren)工(gong)(gong)(gong)資(zi)(zi)支付等工(gong)(gong)(gong)作的(de)監督管理和(he)業務指導。
各區(qu)建(jian)設(she)管(guan)(guan)理部門、人(ren)(ren)力資(zi)源社會(hui)保(bao)障部門、特定地區(qu)管(guan)(guan)委會(hui)按(an)照(zhao)職責分工(gong),負責所轄區(qu)域內建(jian)筑工(gong)程人(ren)(ren)工(gong)費用撥付、建(jian)筑工(gong)人(ren)(ren)工(gong)資(zi)支付的具體(ti)監督管(guan)(guan)理工(gong)作。
第(di)四條(tiao) 工(gong)程總(zong)承(cheng)(cheng)(cheng)包(bao)、施工(gong)總(zong)承(cheng)(cheng)(cheng)包(bao),以及依法與(yu)建(jian)設(she)單(dan)位直接簽(qian)訂(ding)合同(tong)的(de)專業(ye)承(cheng)(cheng)(cheng)包(bao)單(dan)位(以下統(tong)稱“總(zong)包(bao)單(dan)位”)應當按照“誰承(cheng)(cheng)(cheng)包(bao)、誰負責”的(de)原則(ze),履行所承(cheng)(cheng)(cheng)包(bao)工(gong)程建(jian)筑工(gong)人(ren)工(gong)資支付的(de)管(guan)理責任。
依法與總包(bao)單位簽訂合同(tong)的(de)專業(ye)承包(bao)單位(以下統(tong)稱“分包(bao)單位”)應(ying)當履行所承包(bao)專業(ye)工(gong)程(cheng)建筑工(gong)人工(gong)資支(zhi)付的(de)相應(ying)責任(ren)。
第五條 招用(yong)建(jian)筑工(gong)(gong)人(ren)并與其簽訂勞動合(he)同或用(yong)工(gong)(gong)協(xie)議(yi)的施(shi)工(gong)(gong)單(dan)位(以下(xia)簡稱(cheng)“用(yong)人(ren)單(dan)位”)應當承(cheng)擔建(jian)筑工(gong)(gong)人(ren)工(gong)(gong)資支付的主體責任。
第(di)六條(tiao) 本市建(jian)筑工(gong)程領域全面推行分包單位建(jian)筑工(gong)人(ren)工(gong)資委(wei)托(tuo)總包單位代發制度。
第二章 建筑工人工資支付
第七(qi)條(tiao) 本(ben)市施(shi)行建筑(zhu)工(gong)程(cheng)人工(gong)費(fei)用撥付(fu)比例的(de)約(yue)束機制(zhi)。建設單位(wei)應當根據投資(zi)概(gai)算(或最(zui)高(gao)投標限價、施(shi)工(gong)圖預(yu)(yu)算)中人工(gong)費(fei)用的(de)占比,與總包單位(wei)在施(shi)工(gong)合(he)同中合(he)理約(yue)定(ding)進度款(含(han)預(yu)(yu)付(fu)款,下同)中人工(gong)費(fei)用撥付(fu)占已完成工(gong)程(cheng)價款的(de)比例,并不(bu)低于該(gai)比例全額撥付(fu)。
其中(zhong),采用(yong)招標(biao)方式發包的建(jian)筑工(gong)程,建(jian)設單位應當(dang)根據最高投標(biao)限價中(zhong)人(ren)工(gong)費(fei)用(yong)的占(zhan)比(bi),在招標(biao)文件中(zhong)提出撥付的最低比(bi)例(li)。投標(biao)人(ren)應當(dang)根據自(zi)身情況(kuang)和項(xiang)目實際,對撥付比(bi)例(li)予(yu)以實質性響應。
第八條 建設單(dan)位(wei)應當(dang)在(zai)工程總承包(bao)、施(shi)工總承包(bao)合同信(xin)息報送時,明確工程款中(zhong)人工費(fei)用(yong)撥付比(bi)例相關內容。
第九條 總包單(dan)位(wei)應(ying)當以工(gong)(gong)(gong)(gong)程建(jian)設項目為單(dan)位(wei)開(kai)設農民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)專(zhuan)用賬戶。建(jian)設單(dan)位(wei)應(ying)當每月(yue)按(an)照合同約定(ding)的(de)比例撥付人(ren)工(gong)(gong)(gong)(gong)費(fei)用至農民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)專(zhuan)用賬戶。人(ren)工(gong)(gong)(gong)(gong)費(fei)用撥付周期不得超過1個月(yue)。
第十條(tiao) 工(gong)程(cheng)(cheng)進(jin)度款(kuan)采用按月(yue)(yue)結算(suan)的(de),每月(yue)(yue)人工(gong)費用按照合(he)同約定比例(li)和(he)其他進(jin)度款(kuan)一并撥付。工(gong)程(cheng)(cheng)進(jin)度款(kuan)采用按形象進(jin)度、工(gong)程(cheng)(cheng)節點結算(suan)的(de),建設單位應當根據總(zong)包單位的(de)申請按月(yue)(yue)足(zu)額撥付人工(gong)費用;建設達到(dao)工(gong)程(cheng)(cheng)進(jin)度款(kuan)結算(suan)的(de)形象進(jin)度、工(gong)程(cheng)(cheng)節點時,累計撥付的(de)人工(gong)費用不得低于合(he)同約定的(de)比例(li)。
第十一條 因變更、用(yong)(yong)(yong)(yong)工(gong)(gong)量增加等原因導致當(dang)前農民工(gong)(gong)工(gong)(gong)資專用(yong)(yong)(yong)(yong)賬戶(hu)余額(e)無法按時(shi)足額(e)支付建筑(zhu)(zhu)工(gong)(gong)人(ren)(ren)工(gong)(gong)資的,建設單位應當(dang)根據(ju)總包單位的申(shen)請,在(zai)核準后及時(shi)追加人(ren)(ren)工(gong)(gong)費(fei)用(yong)(yong)(yong)(yong)撥付至農民工(gong)(gong)工(gong)(gong)資專用(yong)(yong)(yong)(yong)賬戶(hu),確保按時(shi)足額(e)支付建筑(zhu)(zhu)工(gong)(gong)人(ren)(ren)工(gong)(gong)資。
第十二條 農民工(gong)工(gong)資專用(yong)賬(zhang)(zhang)戶(hu)開設后,建筑工(gong)人(ren)(ren)工(gong)資應當由總包單位采(cai)用(yong)銀(yin)行(xing)轉(zhuan)賬(zhang)(zhang)方式通過農民工(gong)工(gong)資專用(yong)賬(zhang)(zhang)戶(hu)按月足額(e)支付到建筑工(gong)人(ren)(ren)本人(ren)(ren)的(de)銀(yin)行(xing)賬(zhang)(zhang)戶(hu)。任何單位和(he)個人(ren)(ren)不得強制要求建筑工(gong)人(ren)(ren)重新辦理工(gong)資卡。
第十(shi)三條 建(jian)筑(zhu)工(gong)人(ren)的勞動(dong)(dong)合同或用(yong)工(gong)協議應當以書面形式簽訂。勞動(dong)(dong)合同(或用(yong)工(gong)協議)、班(ban)前簽到(dao)、企業考勤記錄是建(jian)筑(zhu)工(gong)人(ren)維護權(quan)益的重要(yao)依據。勞動(dong)(dong)合同、用(yong)工(gong)協議中應當包括建(jian)筑(zhu)工(gong)人(ren)身份信息、工(gong)資(zi)類(lei)型、計發(fa)標準(zhun)、支付方式、支付周期(qi)和支付日期(qi)等內容,內容信息應當真實有效。
第十四條 本市鼓勵推行不(bu)同工(gong)(gong)(gong)(gong)種、技能(neng)的建筑工(gong)(gong)(gong)(gong)人(ren)實施分級分類待遇體系(xi),建筑工(gong)(gong)(gong)(gong)人(ren)應(ying)當配合用人(ren)單位開(kai)展技能(neng)培訓工(gong)(gong)(gong)(gong)作(zuo)和技能(neng)信息采集,逐步推進(jin)建筑工(gong)(gong)(gong)(gong)人(ren)產業(ye)化轉型(xing)。
第(di)十五條 本市(shi)(shi)建筑工(gong)地(di)施(shi)工(gong)現場施(shi)行(xing)(xing)班前簽(qian)到制(zhi)(zhi)度。建筑工(gong)人在實(shi)名制(zhi)(zhi)系統的班前簽(qian)到情況是編(bian)制(zhi)(zhi)建筑工(gong)人工(gong)資(zi)(zi)支(zhi)付(fu)(fu)表(biao)(biao)的依據。用人單位(wei)每月根(gen)據建筑工(gong)人的班前簽(qian)到記(ji)錄、企(qi)業自行(xing)(xing)組織的考勤(qin)記(ji)錄等編(bian)制(zhi)(zhi)建筑工(gong)人工(gong)資(zi)(zi)支(zhi)付(fu)(fu)表(biao)(biao),經(jing)分包(bao)單位(wei)和(he)總(zong)包(bao)單位(wei)逐級(ji)審核后(hou),由總(zong)包(bao)單位(wei)通(tong)過實(shi)名制(zhi)(zhi)系統發送至農(nong)民(min)工(gong)工(gong)資(zi)(zi)專(zhuan)用賬戶(hu)銀行(xing)(xing)。專(zhuan)用賬戶(hu)銀行(xing)(xing)憑此工(gong)資(zi)(zi)支(zhi)付(fu)(fu)表(biao)(biao)按(an)月足額發放建筑工(gong)人工(gong)資(zi)(zi)。具體(ti)細則由市(shi)(shi)建設管理部(bu)門會同(tong)市(shi)(shi)相關單位(wei)另行(xing)(xing)制(zhi)(zhi)定。
第(di)十六條 工(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)期間(jian)(jian),建(jian)筑(zhu)工(gong)(gong)(gong)人(ren)(ren)按照勞動合同(tong)(或用(yong)工(gong)(gong)(gong)協議)完成工(gong)(gong)(gong)作后(hou),用(yong)人(ren)(ren)單(dan)(dan)位(wei)(wei)應(ying)當在其最后(hou)一(yi)次(ci)簽到的(de)(de)當月(yue)起(qi)3個月(yue)內,考核結(jie)清該建(jian)筑(zhu)工(gong)(gong)(gong)人(ren)(ren)工(gong)(gong)(gong)作量(liang);工(gong)(gong)(gong)程竣工(gong)(gong)(gong)驗收(shou)后(hou),用(yong)人(ren)(ren)單(dan)(dan)位(wei)(wei)應(ying)當在工(gong)(gong)(gong)程竣工(gong)(gong)(gong)驗收(shou)完成后(hou)的(de)(de)3個月(yue)內考核結(jie)清施(shi)工(gong)(gong)(gong)期間(jian)(jian)全部建(jian)筑(zhu)工(gong)(gong)(gong)人(ren)(ren)的(de)(de)工(gong)(gong)(gong)作量(liang);同(tong)步編制工(gong)(gong)(gong)資(zi)支付(fu)表逐級報送分包(bao)單(dan)(dan)位(wei)(wei)、總包(bao)單(dan)(dan)位(wei)(wei)。經總包(bao)單(dan)(dan)位(wei)(wei)匯總審(shen)(shen)核的(de)(de)金額(e)(e)超(chao)過(guo)農民工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)專用(yong)賬戶余額(e)(e)的(de)(de),建(jian)設單(dan)(dan)位(wei)(wei)應(ying)當將差額(e)(e)部分撥(bo)付(fu)至(zhi)農民工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)專用(yong)賬戶,總包(bao)單(dan)(dan)位(wei)(wei)匯總審(shen)(shen)核結(jie)清的(de)(de)建(jian)筑(zhu)工(gong)(gong)(gong)人(ren)(ren)工(gong)(gong)(gong)資(zi)金額(e)(e)超(chao)出合理范圍等情(qing)形除外。
第(di)三章(zhang) 相關單位責任
第十七條 建(jian)(jian)設單位(wei)應當督促總(zong)(zong)包單位(wei)組織(zhi)落實建(jian)(jian)筑工(gong)(gong)人(ren)實名制(zhi)管理制(zhi)度(du)、班前簽到制(zhi)度(du)和工(gong)(gong)資代發制(zhi)度(du),以項(xiang)目為單位(wei)建(jian)(jian)立保障建(jian)(jian)筑工(gong)(gong)人(ren)工(gong)(gong)資支(zhi)付協(xie)調(diao)機(ji)制(zhi)和工(gong)(gong)資拖(tuo)欠(qian)預防機(ji)制(zhi),督促總(zong)(zong)包單位(wei)加強勞務用工(gong)(gong)管理,妥善處理與(yu)建(jian)(jian)筑工(gong)(gong)人(ren)工(gong)(gong)資支(zhi)付的矛盾糾(jiu)紛(fen)。
第十(shi)八條 總(zong)包(bao)單(dan)位應當以項目為單(dan)位配(pei)備勞(lao)務員(yuan)(或勞(lao)資專(zhuan)管員(yuan)),對進入施工(gong)現場的人員(yuan)加強管理,核實比對用人單(dan)位分配(pei)建(jian)筑工(gong)人到項目,組織實施班前(qian)簽(qian)到,匯總(zong)審(shen)核建(jian)筑工(gong)人工(gong)資支付表,確保已核定工(gong)作(zuo)量的建(jian)筑工(gong)人工(gong)資按(an)月足額發放。
總包單(dan)位(wei)(wei)應當建(jian)立健全(quan)建(jian)筑(zhu)工(gong)(gong)人欠(qian)薪投訴處置(zhi)的工(gong)(gong)作機制,在施工(gong)(gong)現場等(deng)醒目位(wei)(wei)置(zhi)設置(zhi)維(wei)權告示牌,明示建(jian)筑(zhu)工(gong)(gong)人維(wei)權告知事(shi)項(xiang)。對于建(jian)筑(zhu)工(gong)(gong)人提出的工(gong)(gong)資(zi)(zi)異議,總包單(dan)位(wei)(wei)項(xiang)目負責(ze)人或(huo)其所授權的勞務員(yuan)(或(huo)勞資(zi)(zi)專(zhuan)管員(yuan))應當在3個工(gong)(gong)作日內予以(yi)核實回復;對確實存在未按時(shi)足額發放工(gong)(gong)資(zi)(zi)的,應當將未發放工(gong)(gong)資(zi)(zi)補充納入當月(yue)度(du)或(huo)者下月(yue)度(du)工(gong)(gong)資(zi)(zi)支付表,通過農民工(gong)(gong)工(gong)(gong)資(zi)(zi)專(zhuan)用賬戶(hu)補發相關(guan)工(gong)(gong)資(zi)(zi)。
第十九條 分包單(dan)位(wei)應當(dang)對建筑(zhu)工人(ren)實名(ming)制信息(xi)進行采集(ji)、核實、更(geng)新,建立實名(ming)制管理臺賬。審核確認用人(ren)單(dan)位(wei)編制的工資支付表并(bing)提交總包單(dan)位(wei),協助(zhu)總包單(dan)位(wei)做好建筑(zhu)工人(ren)工資支付工作。
第二十(shi)條 用人單位應當(dang)依據實(shi)名制信息按(an)月考核建筑(zhu)工(gong)(gong)人工(gong)(gong)作量并編制工(gong)(gong)資支(zhi)付表,經建筑(zhu)工(gong)(gong)人本(ben)人簽字確認(ren)后,連同(tong)當(dang)月工(gong)(gong)程進度(du)等情況(kuang)逐級報送分包(bao)單位或總(zong)包(bao)單位,確保(bao)建筑(zhu)工(gong)(gong)人按(an)月足額獲得(de)勞動合同(tong)(或用工(gong)(gong)協議(yi))約定的報酬。
第二十一(yi)條 建筑工(gong)人(ren)(ren)(ren)可以通過(guo)實名(ming)制系統(手(shou)(shou)機端(duan)),實時(shi)查看本人(ren)(ren)(ren)的(de)日常簽到(dao)(考勤)情(qing)況(kuang)和(he)工(gong)資(zi)發放情(qing)況(kuang)。對未(wei)按時(shi)足額(e)發放工(gong)資(zi)的(de),建筑工(gong)人(ren)(ren)(ren)可以通過(guo)實名(ming)制系統(手(shou)(shou)機端(duan))向(xiang)總包單位提出異議。
第二十二條 農民(min)工(gong)(gong)工(gong)(gong)資(zi)專用(yong)賬戶銀行應當為建筑(zhu)工(gong)(gong)人(ren)開設銀行卡(ka)(ka)提供(gong)便捷服務,按照實名制(zhi)系統(tong)中總包(bao)單(dan)位提交的工(gong)(gong)資(zi)支付表,及時將(jiang)工(gong)(gong)資(zi)發放(fang)到(dao)建筑(zhu)工(gong)(gong)人(ren)銀行卡(ka)(ka)中。同步(bu)將(jiang)工(gong)(gong)資(zi)支付完成(cheng)信息以及未發放(fang)成(cheng)功的建筑(zhu)工(gong)(gong)人(ren)名單(dan)和原因及時通過(guo)實名制(zhi)系統(tong)予以反(fan)饋。
專用賬(zhang)戶(hu)銀(yin)行信息系統無法與實名制系統進行有效數(shu)據交換的,該銀(yin)行不得成(cheng)為農(nong)民工(gong)工(gong)資專用賬(zhang)戶(hu)銀(yin)行。
第四章 監督管理
第二十三條 市、區建(jian)設管(guan)理部(bu)門(men)、人力資(zi)源社(she)會保障部(bu)門(men)、特(te)定地(di)區管(guan)委會應當按照職責分工(gong),將人工(gong)費用(yong)撥付管(guan)理、建(jian)筑工(gong)人工(gong)資(zi)支付管(guan)理工(gong)作納入(ru)日常監督、執法(fa)檢查、工(gong)程巡查范(fan)圍,對相關責任主體(ti)管(guan)理職責的落實情況加強(qiang)監管(guan)。
第二十四條 建設單位未按月撥(bo)付人工(gong)(gong)費用,或未按約定(ding)比例(li)撥(bo)付人工(gong)(gong)費用的(de),依(yi)(yi)據《保(bao)障(zhang)(zhang)農民工(gong)(gong)工(gong)(gong)資(zi)支(zhi)付條例(li)》規(gui)定(ding),市、區人力資(zi)源(yuan)社會保(bao)障(zhang)(zhang)部門(men)、建設管(guan)理部門(men)應當責令(ling)其在(zai)1個月內改正,逾期不改正的(de),責令(ling)項目停工(gong)(gong),并處(chu)5萬(wan)元以上10萬(wan)元以下罰款;同時(shi)將相關情況(kuang)抄送相應上級(ji)行(xing)業(ye)主(zhu)管(guan)部門(men)。建筑(zhu)工(gong)(gong)程(cheng)已不滿足施(shi)工(gong)(gong)許(xu)可(ke)條件的(de),由原發證機(ji)關依(yi)(yi)據《建筑(zhu)工(gong)(gong)程(cheng)施(shi)工(gong)(gong)許(xu)可(ke)管(guan)理辦(ban)法》處(chu)理。
第二十五(wu)條 施工(gong)單位(wei)申(shen)請(qing)建筑業(ye)企(qi)業(ye)資(zi)質(zhi)升級(ji)、資(zi)質(zhi)增項時,在申(shen)請(qing)之(zhi)日(ri)起前一年至資(zi)質(zhi)許可決定作(zuo)出(chu)前,有惡意(yi)拖欠建筑工(gong)人工(gong)資(zi)情形的(de),資(zi)質(zhi)許可機關不予批準其(qi)資(zi)質(zhi)升級(ji)申(shen)請(qing)和增項申(shen)請(qing)。
第(di)二(er)十六條 施工單位未按規定實施班前簽(qian)到的(de),建(jian)(jian)設管理部(bu)門應(ying)當責(ze)令立即改(gai)正;拒不(bu)(bu)整改(gai)或(huo)整改(gai)不(bu)(bu)到位的(de),以不(bu)(bu)良行為記(ji)入企(qi)(qi)業(ye)信用檔(dang)案,并扣除相應(ying)信用分;未施行班前簽(qian)到制度(du)且存(cun)在惡意拖欠(qian)建(jian)(jian)筑工人工資的(de),納入企(qi)(qi)業(ye)資質動態核查(cha)的(de)重點范圍。人力資源社會保障部(bu)門視情形(xing)提高新(xin)開工項(xiang)目建(jian)(jian)筑工人工資保證金存(cun)儲比(bi)例。
第二十七條 其他違反(fan)本辦法的(de)行(xing)為,法律(lv)、法規(gui)、規(gui)章已有處理規(gui)定的(de),從其規(gui)定。
第五章 附則
第二十(shi)八條(tiao) 本辦法(fa)自(zi)2025年8月1日起施行,有效(xiao)期(qi)至2030年7月31日。
