I. Basic information of the project

1. Purchasing unit: Qingdao Airlines

2. Project Name: Qingdao Airlines AEROTHAI Member Admission Agency Service Inquiry Project

3. Service content: Provide materials submission, compliance review, communication and contact, fee payment until the successful membership of AEROthai, and provide continuous related services after the membership, including but not limited to the payment of Thai navigation fees for Qingdao Airlines to apply for membership of AEROthai.

4. Place of service: Thailand

5. Purchase price limit: navigation service fee * 12% (including tax)

II. Qualifications of the applicant

1. The bidder shall be legally registered in Thailand and the legal person shall be Thai citizen, with a registered capital of no less than 1 million Thai baht, the business scope of the business license shall include aviation service or air agency, and the bidder shall be familiar with the Aviation Law of Thailand and the membership access rules of AEROTHAI;

2. The bidder shall have at least 3 years (inclusive) of airline agency service experience.

3. The bidder is not an affiliate of another airline with poor payment records and current payment problems with Qingdao Airlines.

4. The bidder shall have a good payment record with AEROTHAI for at least 12 consecutive months (counting from the date when Qingdao Airlines submits the application documents) (the invoice must be settled within the maturity date).

5. The bidder has no major violation record of air agency service in the past three years.

6. Different suppliers whose responsible persons are the same person or who have direct holding or management relationship shall not participate in the bidding of this project at the same time.

7. Consortium quotation is not accepted for this project.

III. Service requirements

1. Service requirements:

(1) Experience as an airline member agent, familiar with AEROTHAI safety audit standards and financial audit process;

(2) Have a cooperation network with local Thai airlines, airports and air traffic control units;

(3) Language and regulatory competence: The team should be proficient in Thai or English, able to process AEROTHAI's English/Taiwanese application documents efficiently; familiar with cross-border tax compliance and airspace use agreements;

(4) System docking capability: it is necessary to configure the airspace management system specified by AEROTHAI, which supports flight data query and abnormal processing;

(5) Local service facilities: Fixed business offices are set up in Thailand to ensure the efficiency of offline communication with AEROTHAI.

3. Service Term:

3 years (calculated from the date of signing and effective contract).

4. Terms of payment:

(1) The service fee shall be paid monthly according to the actual frequency of using the navigation service;

(2) After the winning bidder completes the work of assisting in handling the access to Thai AEROTHAI membership as required by the contract and is approved by the purchaser, the winning bidder shall issue VAT special invoice to the purchaser monthly according to the proportion of service fee signed in this contract, and the purchaser shall pay within 15 working days after receiving the payment application and invoice;

5. Liability for breach of contract

Those who do not sign the contract or change the bidding result without justified reasons will be disqualified from bidding.

IV. QUotation Requirements

1. The quotation shall be a full package price including tax, including all costs of providing relevant services.

2. The quotation shall not be higher than the procurement budget amount, otherwise the quotation is invalid.

3. The quotation documents include:

(1) Appendix 1: Qualification certificate (bid commitment letter, supplier basic information, business license, legal person or authorized agent, service experience, financial status, credit status);

(2) Appendix 2: Industry qualification (IATA certificate or other international aviation organization certification);

(3) Appendix 3: Localization resource coverage (provide lease contract of the Thai office and real photos);

(4) Appendix 4: Provide the service contract and membership certificate of the agent airline joining AEROTHAI/like organization in the past three years;

(5) Appendix 5: quotation list;

(6) Appendix 6: proof of advance funding capability (provide bank guarantee commitment equivalent to three months' navigation fee for membership dues);

(7) Appendix 7: Team configuration;

(8) Appendix 8: Service plan;

(9) Appendix 9: Efficiency Commitment;

(10) Appendix 10: After-sales support;

(11) Appendix 11: Cover style.

The above materials shall be stamped with official seal and bound into a book. After sealing, the saddle seam stamp shall be stamped on the cover, and the project name shall be marked on the cover.

V.Bidding method

1. The comprehensive scoring method is adopted to determine the winning bidder in this inquiry project.

2. If two or more bidders have the same score, the winning bidder shall be determined according to the lower rate of service fee quoted.

The bid evaluation benchmark price is determined by selecting the lowest rate from all valid bids after removing the highest and lowest prices. If there are fewer than four valid bids (including four), the highest and lowest rates will not be excluded. The lowest rate submission earns 30 points. Other suppliers' scores are calculated using the formula: Score = Lowest Bid Rate / Bid Rate * 30, with final scores rounded to two decimal places.

2. Team members: 3 points if you have more than 3 years of experience in Thai Airways related affairs and are familiar with AERO membership process; 2 points if you have 1-3 years of relevant experience; 0 points if you have no clear relevant experience.

3. Team stability: 2 points will be awarded if you provide social security payment certificate for the last 6 months. No points will be awarded if you do not provide it.

VIII. Matters needing attention in material submission

The purchaser has the right not to accept the quotation document if it does not meet the requirements of the purchase document, the content of the material is unclear, the handwriting and pictures are too small to be identified, the document is not stamped or delivered before the deadline.

IX. Time limit for announcement

The procurement documents of this project are from the date of issuance to the deadline of quotation.
